Multiple OOP projects nominated for ISA² Sharing and Reuse Award
The Digital Services Interoperability (ISA²) programme of the European Commission has nominated multiple projects based on the once-only principle (OOP) for its Sharing and Reuse Award. This contest for IT solutions in public administration aims at raising awareness about the benefits of sharing and reuse of IT solutions, as the organizers state:
Reusing high-quality, modern and tested solutions allows public administrations to provide to citizens and businesses in Europe better and more cost-efficient services. At the same time, collaborating on common solutions facilitates knowledge-sharing and the exchange of good practice among public administrations.
By developing common standards, common ways of exchanging information and by reusing each other's IT solutions, public administrations also contribute to better interoperability. […] Finally, the sharing and reuse of solutions can increase competition – it enables more enterprises to provide IT services to public administrations.
The winners will be selected by an evaluation committee consisting of four subcommittees for the categories cross-border, national, regional, local among the 17 shortlisted solutions. Those, in turn, were chosen from the 118 initial submissions to the competition.
The award ceremony will take place during the Sharing & Reuse Conference 2017 on 29 March in Lisbon, Portugal. Winners will be awarded with €15 000 and €10 000 for first and second place respectively. The shortlisted solutions include multiple projects implementing the once-only principle (OOP), such as:
- MAGDA platform by Informatie Vlaanderen in Belgium
- Identity and Access Management Platform of the Flemish Government
- OSiP (Online-Sicherheitsüberprüfung) by the Ministry of Interior of the State of North Rhine-Westphalia, Germany
- Territoires Numériques Bourgogne-Franche-Comté by Groupement d’Intérêt Public e-bourgogne-franche-comté (GIP e-bfc), France
The prevalence of shortlisted contenders related to the OOP demonstrates how suitable this approach is for delivering novel, effective, and well-functioning digital services for citizens. It also shows the crucial role of the OOP for enabling and facilitating data reuse aimed at reducing administrative burden.

Update: The OOP-related project Territoires Numériques Bourgogne-Franche-Comté was awarded the first price in regional category of the Sharing and Reuse Award. The two Belgian OOP implementations from Flanders jointly share the second place in this category. An astounding success for OOP projects, demonstrating the value of this approach to effectively delivering public services. Congratulations!
