Our deliverable 4.1 'Gap analysis report of challenges, needs and benefits of the OOP4C analysis' has been submitted to the European Commission. The SCOOP4C team has conducted a gap analysis to see what needs to be done to successfully implement OOP solutions.

The deliverable 2.2, under the lead of CERTH, aimed at developing a strategic stakeholder engagement plan for the implementation of the once-only principle. This gives governments, civil society organisations and policy makers who will take the lead at OOP implementations guidelines in order to successfully engage stakeholders.

Under the lead of CERTH, the project team has worked hard on the Del. 2.1. "Identification and mapping of stakeholders". The report analyses recent literature on the subject, including not only OOP literature, but also other relevant EU developments, i.e. the recent EU regulation on personal data protection (GDPR), the European Interoperability Framework, and life events. The findings show that in essence the whole society is involved in OOP implementation, that stakeholders may operate under specific roles in relation to OOP and that these roles are not yet clearly defined.

Under the lead of the University of Koblenz Landau, SCOOP4C has published its Deliverable 1.1 'Vision of the once-only principle for citizens, including key enablers and major barriers'. The study outlines the vision of the once-only principle as well as a list of barriers and enablers of once-only implementations, which were deliberated and compiled by all project partners, steering board members and the SCOOP4C stakeholder community.

The Scoop4C Steering board provides external expertise to the project and makes recommendations on the direction and the achievements of Scoop4C. Its members are representatives from public administrations, citizen representatives and experts of academia and policy consultants, all within the area of administrative burden reduction through the once-only principle.

The e-Governance Conference in Tallinn was a good opportunity for the SCOOP4C project team and the steering board to meet again and discuss the first project results and the projects strategic direction.
