SIR is a basic infrastructure that allows the exchange of electronic registry entries among public administrations.

Short summary
Due to the administrative complexity of Spain, the citizen has to interact with different public administrations. It is estimated that there are more than 20,000 registrars of the various public administrations in Spain. This means great structural complexity and dispersion of competence in public service, as well as extra costs and impact on the quality of life of citizens.

To respond to the need for improvement and efficiency of public administration and service to the citizen, the network system records (SIR) has been developed, as a basic infrastructure that allows the exchange of electronic registry entries between public administrations. Through SIR, this information sharing is performed safely and with legal compliance, regardless of the registration application used, provided that it is certified in the SICRES 3.0 Technical Standard of Ιnteroperability.

The introduction of SIR allows eliminating the transit of paper between administrations, increasing the efficiency and removing the costs of manipulation and remission of paper, thanks to the generation of electronic copies of the documentation submitted in the registry entries.
