SCOOP4C and TOOP held session at IRIS conference 2017 in Salzburg
What is the OOP? What are the challenges of its implementation? What can be learned from best-practice-cases? These were just some topics that have been discussed at the session “Once-Only: bureaucracy reduction through linked administrations” that took place at 23 February during IRIS 2017 in Salzburg.
Maria Wimmer from University of Koblenz-Landau started the session with a presentation of SCOOP4C and its objectives to build up a vivid community discussing the OOP for citizens. Furthermore, she presented the vision of OOP for citizens and the key enablers and barriers for its implementation. Robert Krimmer from Talinn University of Technology presented the Once-Only project TOOP. The project aims to explore and demonstrate the OOP cross border with a focus on businesses. It is a large-scale-project that will build up a cross border architecture of OOP in three pilot areas till the end of 2019.
An interesting best-practice case is the system of familiy allowance in Austria that is organised as a no-stop-shop. Parents just have to register at the hospital with their ID. The process is automatically executed by the authorities using the information that parents have already provided. Therefore, it is an interesting example for the OOP, said Vanessa Kroyer from IT-Kommunal, who presented the project. In Germany, the implementation of a no-stop or one-stop-shop is still way ahead in the future. Michaela Führer from Init AG showed that German law restricts once-only as a cross-linking of registers, but there might be another way through the implemenation of service accounts.
The interconnectedness of base registries was the focus of Peter Reichstädter, the CIO of the Austrian parlament. He presented the concept of semantic interoperability. It has the aim to establish a common understanding of the information units in the systems involved. The presentation showed the importance of interoperability of base registries for Once-Only.
The discussion showed that showed that there are different approaches to define the OOP and that it might be a good option to combine the service accounts and with cross-linked registers.
